Since the early 1990s, youth crime has been making headlines not only in Hamburg, but Germany-wide. Just today, the process against the murderer of 16-year-old Morsal O., only 24 years old himself, is starting at the Hamburg District Court. This is just one of many cases of increasingly brutal crimes committed by young people. Now, the Hamburg senate wants to take stricter measures to combat juvenile delinquency.
