"Public diplomacy is the governmental process of communicating with a foreign public in an attempt to bring about understanding for its nation's ideas and ideals, its institutions and cultures, as well as its national goals and current polices." So says Hans N. Tuch, US-diplomat and author. In Berlin many embassies explain their work by the term of  "public diplomacy". Also in Hamburg the foreign representations are very busy in public diplomacy.
